Employment history encompasses service as an Administrative Law Judge 
interpreting Ohio's public sector collective bargaining statute, mediation of unfair
labor practice and representation cases under that law, as well as service as
Pickaway County Probate/Juvenile Judge and as Magistrate in the Fairfield County
Common Pleas Court and Lancaster Municipal Court. In all these positions has
conducted pre-hearings and hearings, managed a docket and wrote clear, concise,
timely and persuasive opinions, and exhibited judicial temperament as attested by
those who appeared. The ten years of experience with the Ohio State Employment
Relations Board as well as extensive related training and study provided applicant
with a deep grounding in and familiarity with labor-management issues. While at
SERB, has observed union elections in the field and assisted SERB mediators in
the field with contract negotiations as well as with interest based bargaining
trainings. Also has spoken several times a year at conferences and seminars put on
by SERB for attorneys, mediators, arbitrators and fact finders. Completed a two
week course at the National Judicial College in civil mediation in May 1999 and a
one week class at the National Judicial College in judicial writing in October 1999.
Has successful performance in each of these past positions (23 years as a neutral)
required adherence to the strictest requirements of neutrality and scrupulous
observance of the same ethical standards that will make applicant a trusted
arbitrator meriting the confidence of all parties.
