Mr. Tolley is an Arbitrator, Mediator, Fact Finder, Hearing Officer.　 Formerly he was faculty for a small private college and later joined the faculty of a major public research university and also served on a Legal Aid Society Board as well as on the former Bar Association, Judicial Candidate Rating Committee. As an educator with a full time appointment in Political Science and as an adjunct at the College of Law, has four decades of experience teaching public law classes. He is a member of the American Association of University Professors, Ohio Conference AAUP and American Civil Liberties Union.
