For almost 20 years, Debra Kagawa has been a solo practitioner representing public sector labor unions in grievance arbitrations, and matters before the Hawaii Labor Relations Board, Merit Appeals Board, and the respective courts.  She provides training to labor unions as requested.  In civil litigation, her focus has been on representing plaintiffs in employment related and personal injury matters.  Ms. Kagawa has served as an arbitrator for the Court Annexed Arbitration Program, Circuit Court of the First Circuit since 2007.


Prior to working in private practice, she was employed as a Deputy Corporation Counsel for the City and County of Honolulu and represented the City in labor relations matters, including interest arbitrations, grievance arbitrations, workers' compensation appeals, and prohibited practice hearings before the Hawaii Labor Relations Board and Civil Service Commission.  Ms. Kagawa provided advice, training and assistance to City departments and agencies and performed appellate work.
